The following projects involving PIONEER or the firm's core staff illustrate our track record in providing environmental services for various types of projects and clients. PIONEER prides itself in being a problem solver in circumstances that are often extremely challenging. In addition to general environmental services, PIONEER’s employees have developed a high level of experience in managing and permitting NEPA-related projects. The projects listed below represent a fraction of the 250 plus projects PIONEER has completed over the last ten years. Additional project experience will gladly be provided.

Pioneer surveyed the 1100 acre estate for flora, fauna, wetlands, special interpretive sites, and potential recreation sites. Pioneer prepared detailed technical reports, permit applications, and plans for the various natural resources within the site.
Snake River Sporting Club (North Parcel) Teton County, WY Completed:	Lead Agency: Teton County, Wyoming Client: Snake River Sporting Club Development	Teton County Environmental Analysis, including wildlife, wetland and botanical surveys.	PIONEER is responsible for writing the required Teton County Environmental Analsys.
Bald Eagle Monitoring at the Snake River Sporting Club (South Parcel) Teton County, WY Completed: 2007	Lead Agency: US Army Corps of Engineers Client: Snake River Sporting Club Development	Monitoring of bald eagles and nesting sites within the vicinity of the Snake River Sporting Club	PIONEER personnel monitored five nesting pair of bald eagles within five miles of the project sites. Monitoring was done daily during the nesting season (February thru August) to protect the eagle from disturbance during construction of a golf course and housing development.
Wetland Delineation Report for Spanish Peaks Resort Completed: February 2003	Lead Agency: US Army Corp. of Engineers Client: Spanish Peaks Resort	Wetland delineation report including maps and a mitigation site plan	Pioneer oversaw the delineation of a site where the client had received a non-compliance and enforcement notice by the EPA. Pioneer was able to get the project back on track, appease the federal and state agencies, and provide plans that were acceptable to all parties.
Report on a live-trapping survey for Preble’s Meadow Jumping Mouse (Zapus hadsonius preblei) adjacent to Halligan Reservoir Larimer County, Colorado Completed: January 2004	Lead Agency: US Forest Service Client: AYRES Associates	Small mammal trapping for a species listed as threatened by the FWS. Wetland delineation using acceptable methods of the USACOE. Reports of the findings and making recommendations	Pioneer developed and implemented a strategic plan to survey the proposed site for the presence of Preble’s Meadow Jumping Mouse and wetlands using methods acceptable to the USFWS and USACOE. Two reports were prepared for Ayres Associates which were then provided to various municipal agencies. Pioneer also provided aerial photos of a proposed reservoir site.
A Discussion of Genetic Isolation, Landscape Permeability, and Potential Solutions Associated with Certain Wildlife Species at the Tejon Ranch, Lebec, California Completed: October 2003	Client: Tejon Ranch Company	Statistical analysis for species habitat use and overlap, detailed analyses of species permeability and use of movement corridors, making estimates of feasibility of translocation and selective fencing	PIONEER was hired to review all of the environmental documents prepared by Tejon Ranch and their various subconsultants. Pioneer prepared a technical and detailed analysis of the habitat permeability of a host of species native to the 270,000 acre ranch. Pioneer prepared other technical reports on plans to capture and transplant mountain lions and to preclude feral pigs from leaving the ranch property. Pioneer served as an advisor to the president of the company regarding permit acquisition and compliance with environmental standards and permitting.
Elkhead Reservoir Expansion Project Craig, Colorado Completed: 2006	Lead Agency: US Fish and Wildlife Service Client: Colorado River Water Conservation District	Biological investigations and baseline studies for eventual inclusion into a NEPA document.	PIONEER is responsible for assessing the baseline conditions at Elkhead Reservoir for vegetation, wildlife, and wetlands resources. This work will ultimately be compiled into a NEPA document.
The Canyon Club Teton County, Wyoming Completed: Ongoing	Lead Agency: US Army Corps of Engineers Client: The Canyon Club	Biological investigations and NEPA compliance for implementation of a Section 404 permit, compliance with Teton County Land Use Regulations, and ESA compliance.	As prime environmental contractor, PIONEER is completing botanical, wildlife, water quality, impact assessment for an Environmental Assessment and Habitat Conservation Plan. The EA/HCP is being undertaken for the issuance of an Incidental-Take permit pertaining to eagles nests. Application for a 404 Permit is also included. For the purpose of County regulatory requirements an Assessment of Impacts analysis will also be completed.
Jackson Hole Mountain Resort Environmental Assessment Teton Village, Wyoming Completed: October 2000	Lead Agency: U.S. Forest Service, Bridger-Teton National Forest Client: U.S. Forest Service	Biological investigations and compliance documentation for proposed expansion of the ski area.	As prime contractor, PIONEER completed botanical, wildlife, and wetlands surveys; socioeconomic, scenic, and recreation analyses; impact assessment; NEPA analysis and permitting for federal agencies; activities to comply with section 404 of the Clean Water Act, the Endangered Species Act, and the Clean Air Act; and all other actions leading to completion of an EA.

Two Rivers Ranch Teton County, Wyoming Completed: January 2001	Lead Agency: US Army Corps of Engineers Client: Two Rivers Ranch	Wetlands delineation, Application for 404 permit, and Environmental Analysis	As prime contractor, PIONEER completed an Environmental Analysis which involved one of the most important spawning areas for Snake River cutthroat troat. PIONEER also assisted in planning so the project conformed with environmental constraints. Bald Eagles, moose, trumpeter swans and elk were major considerations in this project. PIONEER conducted wetlands delineation and prepared the 404 permit to the US Army Corps of Engineers.
Pederson Property Habitat Assessment Pederson,Utah Completed: July 2000	Client: Confidential Client	Preparation of a baseline natural resource assessment.	PIONEER was involved in the initial field reconnaissance of species and habitats in a mountain environment for a proposed large-scale recreational resort in a wilderness setting. The plan emphasized integration limits between proposed development concepts and natural resource health.
Killington Wildlife Management Plan, Killington, Vermont Completed: April 2000	Client: Killington, Ltd.	Preparation of a comprehensive wildlife management plan for a designed wildlife mitigation area.	Preparation of a long term management plan for rare plant and animal communties with in the resort. The plan integrated natural resource management with mountain recreation development.
Aspen Highlands Ski Area Expansion, Aspen, CO Completed: November 1998	Lead Agency: U.S. Forest Service, White River National Forest Client: Aspen Skiing Company	Biological investigations and compliance documentation for proposed expansion of the ski area.	As prime contractor, PIONEER completed botanical, wildlife, and wetlands surveys; socioeconomic, scenic, and recreation analyses; impact assessment; NEPA analysis and permitting for state and federal agencies; activities to comply with sections 404 and 401 of the Clean Water Act, the Endangered Species Act, and the Clean Air Act; and all other actions leading to completion of an EIS.
Sugarbush Ski Resort Environmental Impact Statement Completed: June 1998	Lead Agency: US Forest Service, Green Mountain National Forest Client: Sugarbush Resort Holdings, Inc.	Biological investigations and compliance documentation for proposed expansion of the ski area.	PIONEER prepared biological baseline studies and affected environment analyses, impact assessments for all resource disciplines, provided assistance on public involvement processes, issues and alternative development, and alternatives consideration for the Proposed Improvement and Development EIS at Sugarbush Resort.
Sugarbush Ski Area Planning, Sugarbush, VT. Completed: October 97	Lead Agency: N/A Client: Sugarbush Ski Area	Biological investigations, impact assessment and mitigation, and resource management planning to assist ski area in evaluating options for growth.	As prime contractor, Dr. Hugie served as project manager and principal in charge, coordinating and implementing a number of fish and wildlife surveys, including a detailed black bear survey, habitat analyses and similar investigations, then incorporating findings into evaluation of management options for Sugarbush's owners. Prepared an EA for the Slide Brook Transportation Lift and Associated Facilities.

Biological investigations and compliance documentation for expansion of the ski area.	As prime contractor, PIONEER completed wildlife, botanical, and wetlands surveys, NEPA analysis and permitting for state and federal agencies, and all other actions leading to completion of an EIS.
Crested Butte Development, Crested Butte, CO Completed: February 97	Lead Agency: U.S. Forest Service, Grand Mesa, Uncompahgre and Gunnison National Forests Client: Crested Butte Mountain Resort, Inc.	Biological investigations and compliance documentation for expansion of the ski area.	As prime contractor, PIONEER conducted the vegetation, wildlife, and wetland surveys associated with updating a 1982 EIS covering planned development of the ski area.
Castle Rock Point of Entry, Castle Rock, UT. Completed: November 96	Lead Agency: U.S. Army Corps of Engineers Client: Utah Department of Transportation	Impact assessment and mitigation planning for the Castle Rock Port-of-Entry site.	Under subcontract, PIONEER assessed potential natural resource impacts and developed a wetland mitigation plan for the construction of a new port of entry 14 miles west of Evanston, WY.
Central Valley Water Reuse Project, Salt Lake City, UT Completed: Not completed; shelved by proponents in mid-1996	Lead Agency: Central Utah Water Conservancy District and Department of the Interior Client: Central Valley Water Reclamation Facility and Salt Lake County Water Conservancy District	Biological investigations, impact assessment and mitigation planning, and compliance documentation for a proposal to reuse treated effluent.	As prime contractor, PIONEER was responsible for all aspects of an EIS addressing a proposal by the Central Valley Water Reclamation Facility to reuse treated effluent—currently about 40,000 acre-feet per year—in order to secure Central Utah Project funding for required improvements to the treatment facility and for any infrastructure necessary to reuse the effluent. The primary issues addressed in the analysis were: hydrology, wetlands, T&E species, recreation, land use, water quality, and groundwater.
Alaska Military Operating Area Improvement, Anchorage, AK. Completed: August 95	Lead Agency: U.S. Department of Defense Client: 11th Air Force	Biological investigations and compliance documentation for proposed improvements to MOAs used for training maneuvers in Alaska.	Under subcontract, PIONEER was responsible for biological impact assessment and for overall process review of this major EIS.
Telluride Ski Area Expansion, Telluride, CO. Completed: July 96	Lead Agency: U.S. Forest Service, Grand Mesa, Uncompahgre and Gunnison National Forests Client: Telluride Ski & Golf, Inc.	Biological investigations and compliance documentation for proposed expansion of the ski area.	As prime contractor, PIONEER completed wildlife, botanical, and wetlands surveys, NEPA analysis and permitting for state and federal agencies, activities to comply with sections 404 and 401 of the Clean Water Act, and all other actions leading to completion of an EIS.
