PIONEER was one of four primary
consultants in the conversion of the JY Ranch from a
private estate to being part of the National Park
System. Pioneer surveyed the 1100 acre estate for flora,
fauna, wetlands, special interpretive sites, and
potential recreation sites. Pioneer prepared detailed
technical reports, permit applications, and plans for
the various natural resources within the site.

PIONEER personnel monitored five nesting pair of bald
eagles within five miles of the project sites.
Monitoring was done daily during the nesting season
(February thru August) to protect the eagle from
disturbance during construction of a golf course and
housing development. |

site where the client had received a non-compliance and
enforcement notice by the EPA. Pioneer was able to get
the project back on track, appease the federal and state
agencies, and provide plans that were acceptable to all

Pioneer
developed and implemented a strategic plan to survey the
proposed site for the presence of Preble’s Meadow
Jumping Mouse and wetlands using methods acceptable to
the USFWS and USACOE. Two reports were prepared for
Ayres Associates which were then provided to various
municipal agencies. Pioneer also provided aerial photos
of a proposed reservoir site.

PIONEER was hired to review all of
the environmental documents prepared by Tejon Ranch and
their various subconsultants. Pioneer prepared a
technical and detailed analysis of the habitat
permeability of a host of species native to the 270,000
acre ranch. Pioneer prepared other technical reports on
plans to capture and transplant mountain lions and to
preclude feral pigs from leaving the ranch property.
Pioneer served as an advisor to the president of the
company regarding permit acquisition and compliance with
environmental standards and permitting.

Plan. The EA/HCP is being undertaken for the issuance
of an Incidental-Take permit pertaining to eagles
nests. Application for a 404 Permit is also included.
For the purpose of County regulatory requirements an
Assessment of Impacts analysis will also be completed.

spawning areas for Snake River cutthroat troat.
PIONEER also assisted in planning so the project

moose, trumpeter swans and elk were major considerations
in this project. PIONEER conducted wetlands delineation
and prepared the 404 permit to the US Army Corps of

any infrastructure necessary to reuse the effluent. The
primary issues addressed in the analysis were:
hydrology, wetlands, T&E species, recreation, land use,
