Roy D. Hugie, PhD, Company Founder,
Project Manager, Biological Resource and Environmental
Analyst: Dr. Hugie is known as an organizer, a problem
solver, and a "bridge builder" who effectively links project
proponents with management and regulatory agencies. His
background is rural, and his over 30 years in the field of natural
resource management include ten years as senior biologist for
a state wildlife agency, five years as wildlife section
manager for a large environmental consulting firm, and over
eighteen
years as PIONEER's head. He has mastered the conceptual and
practical intricacies of environmental policy, legislation,
and process and applied his skills to support projects of many
types, in a range of different ecosystems, and under the
purview of most pertinent governmental agencies. Dr. Hugie has
successfully guided complex public involvement processes that
have involved over 1,500 participants for individual NEPA
projects.
Carl G. Spangler III, BS, Master of Regional Planning,
Land Planner:
Mr. Spangler specializes in resort land planning and
regulatory affairs including supervising al local, state ,
and federal regulatory programs which includes permit
acquisition and compliance. Mr. Spangler has been
involved with resort master planning and environmental
compliance at Killingtion/Pico, Mount Snow/Haystack,
Sugarbush, and Attitash/Bear Peak resorts. Mr.
Spangler has been involved with PIONEER either directly or
as a liaison person for nearly 20 years, specializing in
obtaining and administering environmental permits and
helping in the design of destination resorts.
Wallace T. Shiverdecker, BS, Environmental Analyst and
Site Inspector:
Mr. Shiverdecker joined PIONEER after a 30
year career with the U.S. Forest Service. His background is in
forestry, ecosystem management, natural resource planning,
NEPA, and communications. He was NEPA coordinator and Forest
Planner on the Fishlake National Forest for six years. At
PIONEER, he has worked actively on environmental site
assessments, NEPA, 404 permitting and wetland delineation,
design and construction of wetland mitigation sites resource
surveys, and project monitoring, Wally has worked in Idaho,
Oregon, Washington, Utah, Colorado, Wyoming, and Washington
D.C.Charmaine Delmatier, BS, University
of Wyoming (Botany); MS, University of Wyoming (Botany):
Ms. Delmatier has special training an experience and is
recognized not only as an accomplished botanist but also as
an excellent overseer of environmental processes. Ms.
Delmatier has over 20 years of experience in the
identification, management, recovery, and conservation of
the rare, threatened, and endangered plant species found
within the continental Rocky Mountain flora. Ms.
Delmatier ran her own environmental consulting company for
about 10 years, then served for several years with the U.S.
Fish and Wildlife Service as a biologist for species of
concern, and was a senior scientist for preparing listing
packages for the administration of the U.S. Endangered
Species Act. Ms. Delmatier is now again in the private
sector and has worked with PIONEER as a biologist on an
as-needed basis for over a decade.
Jeffrey S. Jensen, BS, Project Coordination, Wetland Specialist, Cartographic
Specialist:
Mr. Jensen is a
skilled cartographer with over 15 years of experience in
environmental cartography and civil engineering utilizing
Autodesk AutoCAD and ESRI ArcGIS software. At PIONEER,
Mr. Jensen specializes in physical geography, geographic field
methods, computer cartography, GIS and GPS technology,
graphics, and remote sensing. Along with his
cartographic experience, Mr. Jensen has worked actively on
environmental site assessments, wetland delineations,
wetland mitigation, Army Corps of Engineers wetland permit
processes, and reclamation planning and implementation.
Rachel Gray, MS, Wildlife Biologis:
Ms.
Gray joined PIONEER in 2005 as a wildlife biologist and has
worked on several projects including; threatened and
endangered species monitoring of eagles in the Greater
Yellowstone Ecological Area. Ms. Gray has also
preformed wildlife surveys in Wyoming and reclamation and
restoration tasks within Teton National Park.Amy Hochberg, MS, Senior Editor and Geologist:
Mrs.
Hochberg has a solid educational and working background in
Environmental Studies and Geology. Before coming to PIONEER,
she had extensive experience in writing, editing, and
formatting scientific documents in both pre-press and
pre-publication stage.
Cindy Wiser, Administrative Assistant:
Mrs. Wiser is responsible for editing technical and
scientific reports for content, consistency, and usage.
In addition, Mrs. Wiser compiles documents, data, and photos
for report appendices, prepares technical documents for
distribution, assists with fiscal management, and performs
other office management and organizational tasks.
